Program Manager - Shared Resources - Cancer Institute

The Shared Resources Program Manager provide expertise and specialized services to support and enhance a wide-spectrum of cancer-related research activities within the center.  The Program Manager is responsible for day-to-day operational activities and will provide administrative and financial oversight of all aspects of the shared resources.  The incumbent reports directly to the Research Manager and the Associate Director (AD) of Shared Resources in SOCCI to provide administrative leadership and operational management of the shared resources.  The incumbent also reports to the Director of Finance on all fiscal matters. The Program Manager works with the Associate Director of Shared Resources to manage shared resource laboratory business practices and to provide financial oversight to ensure they deliver novel technology and high-impact services in a cost effective and efficient manner.


Primary Duties and Responsibilities:

Responsible for the oversight and coordination of all aspects of administration of the SOCCI Shared Resources.

Develop and implement unified NCI-compliant policies, procedures and practices across all shared resource laboratories under the oversight of SOCCI AD of Shared Resources, including but not limited to, fee setting policies, annual budget process, capital equipment process, integrated billing and ordering process, planning and evaluation, and performance metrics.

Partner with the AD of Shared Resources and shared resource leadership team to plan and implement new programmatic initiatives affecting Shared Resource financial management and billing processes and compliance.

Monitor performance and progress of each shared resource laboratory by regularly assisting in the creation and distribution of core metrics, financials, reports and analyses.

Develop and employ surveys to obtain member feedback and satisfaction.

Participate/assist with regular business meetings with shared resource laboratory directors to review SOCCI member usage, satisfaction, operations, and overall performance.

Develop training programs and tools to facilitate user access and the use of shared resources.

Act as liaison with the shared resource laboratory directors in the development of large multidisciplinary grant applications, including budget development, usage data, and technical materials. Responsible for development of Cancer Center Support Grant (CCSG) budgets and reporting requirements in collaboration with the SOCCI leadership.

Plan and facilitate the Shared Resource Scientific Oversight Committee (SR SOC) that meets three to four times a year to review shared resource plans, performance, results from member surveys, discuss external advisory board reports, future needs of researchers, etc.

Coordinate the annual capital equipment request process that solicits input from shared resource laboratory-specific scientific advisory committees and major constituents, and the scientific committee that is tasked with evaluating capital equipment requests.

Coordinate with marketing and communications on developing and updating marketing materials, communications and websites.

Coordinate with EIS to provide administrative system support for implementation of billing or other software across all shared resource laboratories managed under SOCCI Shared Resources.

Manage the shared resource laboratory facilities, space and repairs, and coordinate to ensure completion of facility renovation projects. This involves project management of shared resource laboratory renovations and repairs.

Budget and Revenue Management

Work with Shared Resource leadership team to develop and administer the operating and capital budgets.

Manage all SOCCI Shared Resource accounts.

Oversee all billing activities both internal and external for all shared resource services provided.

Responsible for review and approval of expenditures, including supplies, service agreements, lease agreements, check and travel requests, and purchase orders.

Staff Management and Development

Directly supervise administrative staff in SOCCI Shared Resources. Responsible for performance evaluations, time card approval, time-off requests, all human resource related functions and professional development of the staff.

Manage human resource administrative activities for all research staff in Shared Resources. Responsible for performance evaluation, time card approval, time-off requests, new position requests, new employee on boarding, terminations, grant tracking and other duties.

Provide leadership for development of shared resource management and staff development activities.


Educational Requirements:

Bachelor’s degree Preferred


Work Experience:

Five  (5) years of management, program management, or related experience, required

Able to manage daily work of shared resources research and administrative staff

Able to work and report on departmental and project budgets including expenses and budget

Simultaneously manage several projects

Understand scientific concepts to apply to data research
