Assistant Manager, Research Finance

The Assistant Manager, Research Finance is responsible for fiscal stability and management of clinical trials finance by recommending, developing, and implementing programs, practice strategies and services for Samuel Oschin Comprehensive Cancer Institute’s (SOCCI) Clinical Research Office (CRO) and affiliates.  Responsible for clinical trials financial operations, reports, invoicing, and research billing compliance.  Oversees externally funded project contract negotiations and budget development.
Provides direction and day-to-day supervision to the research finance staff within the SOCCI Clinical Research Office.
•              Management of Clinical Trials Finance Operations
Responsible for the management, oversight, and compliance of SOCCI’s clinical research finance unit.  Responsible for developing, monitoring, and disseminating financial analysis reports to SOCCI leaders on a quarterly basis.  Responsible for the generation of annual service center rate proposals in conjunction with Cedars-Sinai Sponsored Research & Funds Administration (SRFA) office.  Provides annual cost projections to inform budget planning.  Develops and manages financial reporting regarding principal investigator and program fees and disseminates reports to faculty on a route basis.  Monitors financial health of all trial accounts and provides monthly reports to leadership summarizing activity and balances to date. 
•              Management of Clinical Trial Accounts Receivable/Accounts Payable
Develops and manages system for tracking outstanding accounts receivable. Oversees invoicing for SOCCI CRO resources and services required of clinical trial participation. Oversees individual patient billing issues related to SOCCI CRO accounts for all clinical trials. Develops and manages auditing system for tracking sponsor's payments and financial responsibility.
•              Management of Research Billing Compliance
In conjunction with institutional resources, enhances research billing compliance process to ensure accurate and compliant patient billing.  In conjunction with Patient Financial Services (PFS), performs audits to assess the effectiveness of the research billing compliance process and identifies opportunities for enhancement and/or develop corrective action plan in the event deficiencies are noted.  Works with patient accounting (revenue cycle) to adjust incorrect and/or complex billing and reimbursement issues associated with research patient accounts.
•              Planning/Program Development of Research Finance Operations and Training
Responsible for recruitment, training, management, and continuing education of clinical research finance staff.  Establishes and participates in a formal departmental orientation program and administers a training program within clinical research finance unit.  Assists in the training of new CRO staff.  Enhances professional growth and development through providing educational programs and in-service meetings.  Assesses the needs of SOCCI and develops and implements new policies and procedures as needed.  Oversees the compliance with federal, state and local regulations.
•              Management and Coordination of Clinical Trials Study Budgets and Contracts
Oversees budget development and contract negotiations for externally funded cancer clinical trials.  Participates in the budget development process for internally funded projects and/or budgets necessary to support of concept submissions.  Works collaboratively with central research administration entities to optimize research finance processes.  Monitors processing timeframes to ensure optimal activation times.  Responsible for overseeing the processing of contract/budget amendments and modifications during the course of a clinical trial.  Audits research files to ensure proper file maintenance as required by sponsoring agency
Educational Requirements:
Bachelor’s Degree  required.

minimum 5 years of directly related clinical research finance experience.

Physical Demands:

Perform continuous operation of a personal computer for four hours or more.
